According to the laws, they even also cannot leave the EU country for a consecutive period of more than 6 months or a total period of 10 months over the whole time they have resided there.
They are also required to prove the possession of health insurance as well as stable and regular economic resources. In some countries, there are other conditions to show for getting a permanent residence such as completing language skills or cultural language tests.
The majority of the states only issue a national permit instead of an EU-Wide one (unless the applicants specifically ask for the same). For this, you need to undergo additional checks also.
What to Happen to Non-EU Residents Once New Changes Apply?
Last year, the EC (European Commission) proposed making these rules simpler. With the new changes, non-EU nationals will get a shortened period to live in the bloc to get their residency – the period will squeeze into three years instead of five years term.
People will also be able to combine their periods of time resided in various states to make up the total and include time consumed (spent) doing seasonal work, studying or in temporary protection.
With this new change, EU long-term residents will also be able to move to another of the bloc’s member states without any kind of extra work restrictions or integration checks. Dependent kids will also get the same status.
It should be noted that the people holding a residence permit in a European country solely due to an investment scheme will not be eligible for these benefits (the same treatment).
The new rules will help the holders of the European Union long-term resident status will be able to move to a second member state for the purposes of study or work without any additional requirements (like integration requirements or labor market checks).

EU governments will have to agree and then negotiate to make the changes finalized to the law.
